When talking about the UK programme.

These volunteers are part of the 14–24 team. As the Team Leader, they make sure all the tasks are done – both the tasks for the whole team and allocated ones. They act as the line manager for all volunteers in the 14–24 team and they’re part of the District Leadership Team.

This role is brand new, but they'll be responsible for the tasks that District Explorer Scout Commissioner (DESC) or District Scout Network Commissioner (DSNC)'s used to carry out.

14–24 Team Members carry out the tasks for the 14–24 Team, under the guidance of their 14–24 Team Leader. They help volunteers in Explorers and Network plan and deliver great programmes.

Previous role name: One role that automatically becomes a 14–24 Team Member is a District Explorer Scout Administrator (DESA). They could still focus on the administrative tasks needed to support the Explorers provision, but are free to take on more, or share out their tasks with the 14–24 Team. Whatever allows for a flexible, fun and easy volunteering experience.

14–24 Teams help all volunteers in Explorer (including Young Leaders) and Network Sections. They help Section teams plan and deliver great programmes.

The Explorers and Network provisions used to be separate, each with their own Commissioner, so the 14–24 Team isn’t a direct replacement. They might’ve been referred to as 14–25, since Network welcomes members up to 25 years old. Since Network members leave when they turn 25, we’re calling it the 14–24 Team. 14-24 Team are only in Districts, except for a few Counties which don’t have Districts.
