About the role
As a Trustee of The Scout Association, you will share collective responsibility with fellow Trustees for the effective governance, strategic direction and long-term sustainability of one of the UK's largest youth charities. Trustees are responsible for ensuring that the Association pursues its charitable purpose, complies with legal and regulatory requirements, manages its resources responsibly, and operates in the best interests of young people, volunteers and communities across the UK.
This appointment is intended to strengthen the Board's expertise in people, culture and inclusion. The successful candidate will bring significant strategic leadership experience and provide insight, challenge and assurance on matters relating to organisational culture, workforce strategy, leadership capability, volunteer experience, and equity, diversity and inclusion (EDI).
The Trustee will play a key role in helping the Board foster a values-led, inclusive and high-performing organisation, ensuring that Scouting continues to attract, support and develop a diverse community of volunteers, employees and young people.
Subject to appointment by the Board, the successful candidate will also serve as Chair of the People and Culture Committee.

Key tasks
As a member of the UK Board of Trustees, you will:
- Contribute to setting and overseeing the strategic direction of The Scout Association.
- Ensure that the Association pursues its charitable objectives and operates in accordance with its governing documents and applicable legislation.
- Safeguard the charity's assets, reputation and long-term sustainability.
- Ensure effective oversight of governance, risk management, organisational performance and regulatory compliance.
- Exercise independent judgement and provide both support and constructive challenge in Board discussions and decision-making.
- Prepare for and actively participate in Board meetings, strategy sessions and governance activities.
- Work collectively with fellow Trustees, recognising the principle of shared responsibility and collective decision-making.
- Act at all times in the best interests of the Association and its beneficiaries.
- Uphold and promote the values, policies and standards expected of Trustees.
The Trustee will provide Board-level leadership and expertise by:
- Acting as a strategic adviser and critical friend to the Board on people, culture and inclusion matters.
- Championing an organisational culture that reflects Scouting's values and supports positive experiences for volunteers, employees and young people.
- Providing oversight and challenge on workforce, volunteer and leadership development strategies.
- Supporting the Board in monitoring progress against organisational objectives relating to equity, diversity and inclusion.
- Providing assurance that the Association is creating an inclusive, safe and respectful environment in which people can thrive and contribute.
- Bringing insight into emerging trends, risks and best practice in people leadership, culture, organisational development and inclusion.
- Contributing to discussions relating to succession planning, leadership capability and organisational effectiveness.
- Encouraging a culture of accountability, continuous improvement and learning across the organisation.
Subject to appointment by the Board, you will:
- Chair the People and Culture Committee, ensuring it operates effectively and in accordance with its delegated authority.
- Lead approximately four scheduled Committee meetings each year, together with any additional meetings required.
- Work with Trustees and executive colleagues to develop and maintain the Committee's annual work programme.
- Ensure effective scrutiny and oversight of people, culture, leadership and inclusion matters.
- Foster constructive and productive engagement between the Committee, Board and Executive Leadership Team.
- Provide clear and timely reports, recommendations and assurance to the Board.
- Support the Board in understanding key workforce, culture and inclusion risks and opportunities.
Person specification
- Experience of operating at Board, executive or other senior strategic leadership level.
- Significant experience in one or more of the following areas:
- People and workforce strategy
- Organisational culture and engagement
- Leadership development
- Equity, diversity and inclusion
- Talent management and succession planning
- Organisational development, transformation or change
- A strong understanding of organisational effectiveness and the role of culture in delivering strategic objectives.
- Experience of leading or advising on complex people, culture or inclusion-related initiatives.
- Knowledge of current and emerging best practice in people leadership, organisational culture and inclusion.
- An understanding of good governance and the responsibilities of charity trustees (or a willingness to develop this knowledge quickly).
- Experience of working within a complex organisational environment, balancing multiple stakeholder interests.
- Experience of chairing a committee, board or governance forum.
- Experience within a large, federated, membership-based or volunteer-led organisation.
- Experience in the charity, education or public sectors.
- Professional qualifications or significant senior leadership experience in human resources, organisational development or related disciplines.
- Experience of leading culture change, organisational transformation or inclusion programmes at a strategic level.

Time commitment
This role includes a range of tasks that need a realistic and ongoing time commitment, with flexibility around when those tasks are completed. If you already volunteer with Scouts, please take time to think about how this UK role would fit alongside any other roles you hold, and have a conversation with your current Team Leader before applying.
For some people, taking on a UK role may mean stepping back from, or handing over, another role so they can give each one the attention it deserves and have a positive and rewarding volunteering experience.
