About the role

As part of our new organisational strategy for 2026-2035, the 14-24 Programme is one of our core priorities.

The Explorer Scout Programme has already been redesigned, and implementation is now underway. This role turns our focus to the next exciting challenge: leading the redesign of the Scout Network Programme for young adults.

As the UK 14-24 Redesign Team Leader, you’ll play a pivotal role in shaping what Scouting offers young adults aged 18–24 in the years ahead. You’ll lead a volunteer team to explore how the Scout Network Programme can better meet the needs, aspirations and lives of young adults - informed by insight, evidence, and most importantly, young adults themselves.

This is a strategic, collaborative leadership role, working closely with volunteers and staff to create a programme that is bold, relevant and inspiring - and ready for the future.

Key tasks

  • Lead and coordinate the redesign of the Scout Network Programme for young adults, building on learning from the Explorer Programme redesign
  • Ensure the programme is informed by research, evidence and insight, including the lived experiences of young adults and volunteers
  • Champion the voice of Scout Network members, ensuring young adults’ needs and ambitions shape future programme design
  • Work collaboratively with volunteers and staff to develop clear, practical and inspiring programme recommendations
  • Help ensure new programme ideas can be embedded and adopted across the Movement
  • Identify opportunities to strengthen outcomes such as skills development, employability, community impact and personal growth for young adults
  • Act as an advocate for the Scout Network Programme, helping others understand its value and potential

 

Person specification

  • A strong interest in, and understanding of, non-formal education for young adults, within or beyond Scouting
  • Experience of contributing to or leading change or redesign work in a large volunteer or multi-site organisation
  • An interest in how digital tools and approaches can support local delivery and engagement
  • Experience of moving ideas from concept into practical, sustainable delivery
  • Strong communication skills, with the ability to communicate clearly and confidently in writing and verbally
  • Ability to listen well, facilitate discussion and build consensus across diverse groups
  • Confidence working collaboratively with both volunteers and staff
  • Comfortable using technology to support your role (including email and common Microsoft tools)
  • Ability to think strategically while staying grounded in the realities of local Scouting
  • Passionate about Scouting and committed to its values and fundamentals
  • Approachable, inclusive and encouraging in your leadership style
  • Motivated, curious and open to new ideas
  • Able to quickly build an understanding of Scouting structures, policies and ways of working

This role includes a range of tasks that need a realistic and ongoing time commitment, with flexibility around when those tasks are completed.
