Speak Up, Spark Change
The UK Youth Forum is all about putting young people in the driver’s seat! We want to bring together young people from across the UK to hear their voices, exchange ideas, and explore solutions that will shape the future of the movement.
Each one of our four forums will be held on a Saturday in March or early April 2025.
- Saturday 8th March – Ethiad Stadium, Manchester
- Saturday 15th March – University of Oxford Examinations School, Oxford
- Saturday 29th March – Stormont Assembly Buildings, Belfast
- Saturday 5th April – Edinburgh Zoo, Edinburgh
We’ve chosen these cities to be as accessible to as many people as possible.

Who can take part?
All young people from across the UK! We’re asking each English County, Welsh Area, Scottish Region and NI District to send six delegates.
A delegation is made up of:
- 2 Scouts (aged 10.5 - 14)
- 2 Explorers (aged 14 - 18)
- 2 Adult Volunteers (at least 1 must be aged 18 - 25)
The 2 adult volunteers will be responsible for their delegations, so must have completed the Growing Roots learning and First Response. We’d recommend a Youth Lead takes one of the spots.
Cost
The events are free to attend. We’re covering everything while you’re with us, including lunch and all workshops.
We’re therefore asking Counties/Areas/Regions (Scotland)/Districts (NI) to cover the cost of travel to and from the events, as well as the cost of accommodation if required.
Programme
Our event programme is designed to help you to speak up and spark change! We’ll get started at 10am with our workshops.
We’ve worked hard to make sure these are engaging, fun and give you the chance to share your views. We’ll look at how you can use your voice, prioritise what you think should be included in the next Scouts strategy and what Scouts might look like in the future.
We’ll also have some guests from across Scouts joining us to hear your thoughts on various topics like digital futures, advocacy, safety, safeguarding, equity, diversity and inclusion, and sustainability.
The day includes a simple lunch and lots of breaks along the way. We also have exciting activities planned at our venues so watch this space!
Travel
By car: The Ethiad Campus is easily accessible from the main motorway network at the M60. Follow the A57 and then the A6010 which will take you all the way to the stadium.
Car parking is available via Gate 11. Postcode: M11 3FF.
By public transport: Manchester has two main stations, Piccadilly and Victoria, both served by regular trains to London, Yorkshire and Wales. Both stations are part of the Metrolink tram network, which takes you directly to the stadium.
From Manchester Victoria, take the Dark Blue or Green lines to St Peter’s Square, change for the Purple or Light Blue lines to Ethiad Campus.
From Manchester Piccadilly, take either the Blue or Purple lines to Ethiad Campus.
By car: There is very limited parking within Oxford. Whilst the city is generally accessible via the A40 from London and the A34 from the M4 corridor, it is probably best to use the numerous park and ride facilities.
Alternatively, limited car parks are available across the city. The nearest one is St Clements.
By public transport: Oxford station is connected to the Great Western Railway for services towards London and the West Country. Some train options may require a change at Reading or London.
From the station, the 440 bus takes you to the Examinations Schools, or alternatively it is a 20-minute easy walk through Oxford Town Centre, past several colleges and the covered market.
By car: Access from the main road network is from the A55 (accessible from the M3/M1 via Westlink). Use the Massey Avenue gate, located just off of the A55 and Belmont Road, as others aren’t available at weekends.
Car parking is available on site, with a coach drop off/pick up point available. All vehicles will have to pass through a security screening when entering the estate.
By public transport: Belfast Grand Central Station is the main station for the city, located in the west of the city centre. All railways from across Northern Ireland and the Cross Border Enterprise train service leave from this station, along with many of the regional Ulsterbus services. Metro bus services leave from Donegall Square in the city centre, a short walk from the station.
From the city centre, you can take the Glider G1 East towards Stormont. This drops you at the bottom of the hill on Upper Newtonards Road. Metro buses also stop much closer to the Parliament buildings, these being 3g and 3h.
By car: Once you have got to the A270 (Edinburgh Orbital Road), take the exit where the road ends by the Gyle Shopping Centre, towards central Edinburgh. The site is down the road. Parking is limited for cars as the zoo is a city zoo. However, for group bookings, free coach parking is allowed on first come first serve basis.
Coaches could also use pre-existing coach facilities in central Edinburgh before using public transport for the last stretch to the zoo.
By public transport: Edinburgh Waverley station is the main station in Edinburgh. Long distance trains arrive up the East Coast Mainline (York, Darlington, Durham, Newcastle, Berwick). Shorter distance trains from across Scotland and the North serve both Waverley and Edinburgh Haymarket, a secondary station closer to the venue.
Bus lines 26 and 31 serve the zoo from Princes Street in the heart of the city centre and come around every 10 minutes. If arriving at Haymarket, bus line 12 also serves the zoo.
There are also trams available to Balgreen stop from the city centre, where there is a 20-minute segregated walk to the zoo entrance.
Accommodation
For these one day events, most delegations shouldn't need accommodation. We know that some delegations may want to overnight before or after the event and we've provided some options below that may be useful.
As the accommodation isn't part of the main event, remember that you will have to be covered by your relevant local processes for nights away.
For Belfast, accommodation is being coordinated locally.

What we expect:
- Live our values: Let's create a friendly and respectful environment where everyone feels safe.
- Include everyone: Make sure everyone feels welcome and can join in. No discrimination, harassment, or bullying of any kind.
- Respect opinions: Everyone has the right to share their views. Listen and respect each other.
- Follow safety rules: Pay attention to safety instructions from the event team or venue.
- Participate respectfully: Join in the sessions, workshops, and discussions with respect.

Our team is currently reviewing all the accessibility needs submitted at registration and are working hard to ensure everyone’s needs are met. If there’s anything you forgot to mention at registration, please get in touch so we can make the correct adjustments.
- Each venue is wheelchair accessible, and we’ll mark out accessible routes.
- Each venue has male, female and accessible/gender neutral toilets.
- We’ll have all presentation slides available in printed form (in large font size and on different coloured paper).
- Welsh language support and translation will be available to those where Welsh is their first language.
If you're nervous about being somewhere new, talk to your delegation lead. They can help you come up with a plan. Quiet spaces will also be there if you need a break.
We’ll also be sharing venue maps ahead of time showing you the areas we’ll be using.
First aiders and mental health first aiders will be onsite throughout the day. You’ll be able to recognise them easily if you need support.
Lots of people at the event will be meeting for the first time. There'll be activities to help you get to know other, and your delegation lead will make sure you’re supported.
If you feel overwhelmed, there'll be quiet spaces where you can take a break.
If you need to pray, there'll be a quiet room with nearby washrooms. These'll be signposted so you can find them easily.
The Forum will be a busy day for everyone, so we have scheduled regular breaks throughout the day to ensure everyone gets some down time.
If you need to step out of a session at any time to take a break you're welcome to. Every venue will have a quiet space away from the main sessions. These spaces will be clearly marked, and a member of our team can help if you need anything.
If something doesn’t feel right, you can talk to any adult volunteer at the event. We’ll take action straight away. For more info, check out the Yellow Card.
If there is an emergency or incident during the day we’ll be following the guidelines on the Purple Card.
Your delegation lead is your go-to person if you need help. You’ll also see team members around the venue – they’ll be easy to spot and happy to help.
