Inclusive Growth Objectives
The Board has agreed six high level targets around Inclusive Growth to achieve by Census 2026:
- 487k young people aged 6 to 18 (+25.7k compared to census 2018)
- 60k Squirrel Scouts (+56.6k compared to census 2022)
- 19.5k young leaders (+1.4k compared to census 2018)
- 88k frontline adults (+3.9k compared to census 2018)
- 500 more sections created in areas of deprivation (IMD 1-3)
- At least 5% of our adult volunteers are from Black, Asian or Minority Ethnic backgrounds

What does the Scouts employment budget for one Local Growth Officer cover?

What can the start-up grant within the Scouts employment budget be used for?
- Anything that isn't covered by another category.
To what extent should local employment packages match the Scouts employment package?
- Scouts employment budget provides a detailed breakdown of the costs involved in employing one full time Local Growth Officer
- Employment through Local Scouting cannot exceed the salary of equivalent Scouts staff
- Scouts salary scales are available upon request.
Is there a minimum FTE for employed staff?
- No. Staff will be shared across areas where needed.
Will contributions to employment costs from Local Scouting be reviewed throughout the project?
- No. Funding schedules and commitments for the entire employment contract will be agreed at the start of the project.
What will score highly in the assessment?
- High contributions from counties
- Any Squirrels, Beavers, or Cubs
- Scouts and Explorers not from waiting lists
- High need and desire where no funds are available to contribute
