People & Culture Committee – 2 x Independent Members

 Along with other members of the Committee:

• Review the P&C Strategy which supports the organisational strategy and recommend it to the Board
• Act as advisor to ensure EDI objectives and considerations for staff and HQ volunteers are delivered
• Conduct high level monitoring and oversight of the achievement of objectives within the P&C strategy, together with the monitoring of staff and HQ volunteer KPI’s
• Ensure that the culture of the organisation is appropriate to achieve its objectives and support its values
• Ensure that a robust and effective Reward Policy is in place to underpin the successful recruitment and retention of staff and recommend to the Board the annual pay award
• Ensure that other suitable staff and HQ volunteer policies and procedures are in place to meet legislative and regulatory requirements, and to ensure fairness, equity and best practice in the management of staff and HQ volunteers
• Ensure the effective recruitment of Executive Leadership Team (ELT) members
• Approve the Remuneration Policy for the ELT and determine the remuneration of members of the ELT
• Ensure an effective performance management policy and appraisal process is in place for the ELT
• Oversee the wellbeing of our people, working in collaboration with the Health and Safety Committee

For this role, the appointed candidate should expect to spend the equivalent of a day per quarter on The Scout Association’s work after the induction phase. This is based on preparation for and attendance at the scheduled People and Culture Committee meetings (three in each year). These meetings are either held in London or online via videoconference.

Appointments are for an initial three year term, with the possibility of a further term of three years subject to a satisfactory appraisal.

There is no remuneration directly associated with membership of the Committee, although the Association will reimburse fully for all reasonable and properly documented expenses incurred in performing duties.

We are looking for two new independent members to join the P&C Committee. One candidate will have particular expertise in Equity, Diversity & Inclusion and the other will be knowledgeable about the Scouts movement.

Both candidates should:

• Have experience of contributing to, supporting and or/leading HR, People or Volunteer policy formulation and culture-setting across a large or complex organisation
• Have a breadth of vision and a grasp of governance issues alongside an eye for detail
• Have unquestioned integrity, effective communications skills and experience of high level discussions
• Have an understanding of and commitment to The Scout Association’s Skills for Life Strategy and its organisational values
• Have the ability to consider and constructively challenge the performance of senior staff and HQ volunteers in the design and delivery of the P&C Strategy
• Have experience of working for, or volunteering with, a charitable organisation
