Vetting and Barring Scheme latest update

As you may have seen from this week’s national press the Government have announced a review and remodelling of the Vetting and Barring Scheme (VBS) in England, Wales and Northern Ireland.
In order to carry out this review the Government have halted the planned implementation of the scheme.
Whilst the VBS will not now be implemented as planned, the requirement for Criminal Records Bureau (CRB) and Access Northern Ireland (ANI) disclosures remain unchanged. In Scouting CRB checks are therefore still required for those who:
- wish to become a Member or Associate Member; or
- may have unsupervised access to young people; or
- will have involvement with the handling or management of funds; or
- will be assisting with overnight activities (including Nights Away); or
- will be helping out once a month or more.
It is also still our intention to implement eCRB (albeit without the VBS requirement) across England and Wales from Monday 26 July 2010, as this will reduce both local postal costs and processing times.
We are currently working with the CRB to assess the impact that the removal of the VBS requirement may have on our eCRB processes. More information about the plans for 26 July onwards will be published as soon as it is available.

| By Simon (15/06/2010 16:36) Got to love the government... get things organised and they change the plan at the last second.. how much money have the scout association had to waste on this. not in paying out but in man hours - hours that could be spent working on more important projects. that can help us as leaders not cause more walls to stop people. |
| By Matthew Burrell (15/06/2010 23:51) Whatever your thoughts on vetting and barring, lets just say a huge thanks to all the volunteers nationwide and staff at Gilwell who have spent so much energy and time on this project to deliver a system that could have worked. There is nothing more disappointing then getting so close and then everything stops. Thanks everyone! Lets hope that all the system enhancements will still deliver an improved streamlined welcome/refresh to Scouting! |

Are we still going with an immediate transfer on 18th birthday, or can we return to the 'flexible' method which was perfect until the VBS came along! |

Why do CRB not incorporate the intelligence that was going to be used in the VBS scheme into their checks. We do not need an expensive registration scheme on top of CRB |

| By Clare Waggett (21/06/2010 17:22) I am concerned and dissapointed that the VBS implementation has been put on review. I was very much hoping for a system that did not require me to obtain/complete paperwork/renew every 5 years (some easier than others)the 5 different CRBs that all say the same thing. Also, that should any reason be found by any one organisation, that I should not be working in a role, that this is not easily shared with the other organisations and thus put YP/ Vulnerable adults at risk (though I obviuosly have no intention that this be the case). |
