Will new ISA regulations impact on UK Scouting events?
Reports in today’s media suggest that new regulations will prevent volunteers from supporting UK-based Scouting Jamborees and events. This is not our position. The claims stem from a requirement for all volunteers to register with the Independent Safeguarding Authority (ISA) from November 2010.‘Scouting is committed to keeping young people safe at all times,’ says The Scout Association’s Chief Executive Derek Twine. ‘We therefore welcome the single registration scheme that bars unsuitable adults from working with children and vulnerable people. We also welcome the continual updating of an individual's registration status provided by the new scheme. That said, there are still some operational issues that require resolving’
Working to resolve issues with ISA
We have already raised several matters with the ISA and the Home Office about the proposed practicalities of operating the scheme; these include possible implications for young leaders and Explorers, the suggested time-frame for making a registration of a new volunteer in the first place, and volunteers at UK based international camps. We are working with the ISA to resolve these in time for our leaders to register with the scheme from July 2010 onwards.The Association will continue to use the established criminal records checking procedures. This will continue to provide the application route with the ISA once the registration procedure starts in July 2010.
What does the registration cover?
ISA registration will cover England, Wales and Northern Ireland. A similar scheme is being introduced in Scotland. The Scottish scheme is anticipated to start at the end of 2010.No impact on the 22nd World Scout Jamboree
The ISA regulations will not impact on Jamborees being held outside the UK e.g. the World Scout Jamboree in Sweden in 2011
