House of Lords recognises Scouts campaign victory

Tribute has been paid in the House of Lords to the Scouts who successfully campaigned to overturn Ofwat’s plans to introduce a rain tax for community groups.![]()
Speaking in response to the recent Queen’s speech which allowed water companies to operate concessionary schemes, Lord Addington highlighted the work of the ‘three biggest groups’ who ‘led that charge’ – namely The Scout Association, the Rugby Union, the Church of England.
Doing society a service
While acknowledging that the Scouts were not renowned for ‘militant attacks on parliament’, the Liberal Democrat peer said they had ‘done society a service by getting involved’.
The Scout Association launched the Stop the Rain Tax Campaign on the back of the water regulator’s decision to change the way companies charged community groups in England and Wales. As a result, local Scout groups faced massive increases in their water charges.
The concerted campaign, which included a protest outside Parliament in July this year, led the government to announce it would intervene to prevent the changes in September.
