UK Chief Commissioner Wayne Bulpitt - A lifetime in Scouting


ayne helping a cubA member of Scouting since the age of eight, Wayne was appointed UK Chief Commissioner in May 2009, having been Chief Commissioner of England (South) since September 2007, Chairman of the Association’s Board of Trustees until that date and an elected Trustee since 2001.

Wayne’s Scouting started on his eighth birthday with the 1st Warsash Cub Pack. Since those days, he has been an active member of each section and became an Assistant Scout Leader at the age of 18.

Moving to the Channel Island of Guernsey in 1983, he was quickly made welcome and became Leader of the Northern Venture Scout Unit. After a spell as Treasurer he was appointed Bailiwick Commissioner from 1998 – 2004.

Wayne’s service to Scouting was acknowledged with the award of A Bar to the Silver Acorn in 2009.

Active in all ways


Professionally, Wayne founded the Active Group Limited in 2002.

Under his leadership, Active is a rapidly expanding company providing practical and professional support services such as compliance, corporate secretarial and management services. It employs 50 people from offices in Guernsey, Jersey, the Isle of Man and Cayman.

Wayne married Julie, in 1988 and they have two children, Alastair (19) and Francesca (17). All three are active members of Scouting in Guernsey, of their own free will so Wayne will assure you!

Supporting young people


A strong advocate of social entrepreneurship, in addition to his voluntary activities with The Scout Association, Wayne is active in wider youth issues in Guernsey, serving as a member of the Island’s Youth Service Committee (a sub-group of the Education Board), on the Juvenile Court Panel and as an active member of several professional bodies.

With a business partner he purchased and renovated a former Chapel in 2006 which now forms the base for the successful North Youth Centre run by the local youth service. In 2008 he founded a charity, Guernsey Youth LBG to purchase a former pub and restaurant to form the base for the St Peter Port Centre for Young People, a £800,000 project to provide a variety of facilities and services for young people, led by them.
