Paddlesports

A number of small tweaks to paddlesports including the introduction of water types and updating equivalent qualifications and assessor qualifications to include the new BCU UK Coaching Certificate (UKCC) awards.

Activities at Kandersteg (KISC)

Updated terrain definitions to bring them more closely inline with the terrain found in the UK, new advice on Via Ferrata and added water classification for waters around Kandersteg.

Hillwalking

A number of small tweaks to hillwalking including: group sizes; route and emergency cards; roads within terrain definitions and governance for specialist terrain (such as glaciers) that falls outside the skills assessed in terrain 2.

  • POR 9.27 Hillwalking and off-road cycling - safety. Route plans no longer have to be carried and can be left with any responsible person, not just in the host area.
  • POR 9.28 Terrain 0 definition. Added roads and paths adjacent to roads.
  • POR 9.29 Terrain 1 definition. Removed roads and paths adjacent to roads, and removed the ability to be in both Terrain 1 and Terrain 2 at the same time.
  • POR 9.30 Terrain 2 Definition. Removed roads and paths adjacent to roads.
  • POR 9.32 Party size. Increased maximum party size to eight, removed increasing the party size when there's a second permit holder in the party (now included in maximum party size of eight), allowed groups walking to and from multi-pitch climbs to be less than four, and allowed supervisors checking on groups to be in the hills on their own but with added guidelines.

High ropes

Inclusion for the first time of specific rules and guidance for high ropes activities, both how to construct and how to operate.

Swimming

An update to the rules regarding swimming activities. The main areas are:

  • Where a swimming facility has an attendant lifeguard, no further qualifications are required by the Leaders in charge.
  • Swimming pools and class c waters don't require any qualifications as long as specific guidelines are followed.
  • Water activity permit holders can run swimming within the limits of their permit providing they follow specific guidelines and swimmers wear bouyancy aids.
  • Swimming in other waters can be run by anyone holding the relevant modules of the Water Safety Management Programme (WSMP) of the Royal Life Saving Sociaety (RLSS) (or other awards that are equivalent or higher).

  • POR 9.52 Swimming Activities – All other open waters. New rule to confirm the requirements for swimming in open waters of B1 or higher.
  • POR 9.54 Scout Owned Swimming Facilities. Update to refer to current documentation.

Removal of a snorkelling permit for sheltered water as this is all covered by the rules for swimming in class c waters.

Buoyancy Aids and Lifejackets

Updates to reflect the changes in sailing activities (addition of keelboating and offshore sailing, name change to yachting).

Caving

There are a number of cave systems that also include an element of use of mine systems. To avoid the need to have mine exploration and caving permits for these systems when the mine system use is minimal, a number of these systems have been defined as caves, so mine exploration permits, mine inspection reports etc are not required. The full list is included in the caving factsheet.

Shooting

The Crime and Security Act 2010 tightens the offence of 'parting with possession of a firearm to a young person not authorised to possess it' by making negligent storage that MAY result in the transfer of possession to such a young person explicitly criminal.

Mountain biking

Following the consultation that was carried out earlier this year it became clear that the best way to support mountain biking in terrain 0 is through extra guidance to leaders on this area, without the need for any extra governance in the form of a permit.

Caving

Due to the different techniques and hazards involved, we have now split the caving permit away from mines, and introduced a new mine exploration permit. The types and levels of mine exploration permit mirror those available for caving but look specifically at the skills required and experience in mines. For both caves and mine exploration there is also a new level of permit ‘...with SRT for the Leader’ that allows the permit holder to use SRT, but not the rest of the group.

Sailing

Sailing is now split into three different activities (and therefore permits). Dinghy sailing (which remains the same as before), keelboating (new to allow keelboats to operate more easily without the same requirements of bigger boats that they had to work within before), and yachting (the new more relevant name for offshore sailing).
